100-Unit Factory-Manufactured Supportive Housing Project Planned For Chatsworth

Nonprofit LA Family Housing has filed plans for a 100-unit, factory-manufactured affordable supportive housing project in the Chatsworth neighborhood at the southwestern corner of Devonshire Street and Eton Avenue, according to a planning case opened by the city this month.

Slated for 21300 – 21306 Devonshire Street, the four-story project would reserve 99 units for individuals dealing with homelessness (plus one manager’s unit), replacing the one-story auto repair shop currently at the site. Named Devonshire, the development would feature three stories of modular, pre-fabricated units stacked on a concrete podium, plans show.

“Devonshire is designed with a holistic approach in mind, to address community needs and the physical context of the immediate neighborhood,” the development team writes in application documents. “It also addresses the need to be referential to a traditional style reminiscent of the Western Pioneer heritage of the region, such as Spanish Revival.”

The applicant is requesting approvals for state density bonus law incentives such as a 30-percent density increase and two-story height increase of 31 feet to a maximum height of 56 feet. Planned amenities include a community room and landscaped outdoor areas, such as a main open-air residential courtyard and outdoor community and dining spaces.

Vehicle access to the project’s 11 ground-floor parking spaces would be given via a two-way driveway from Eton Avenue.

With the mission to help people transition out of homelessness through supportive housing, LAFH operates 26 properties across Los Angeles, having its headquarters in the San Fernando Valley.

It is in escrow to purchase the project site from Balboa Leisure Enterprises, according to application materials.

The architect for Devonshire is Abode Communities.

So now we’re going to have a homeless housing project at 21300 Devonshire St, Chatsworth, 21603 Devonshire St, Chatsworth and 10243 Topanga Canyon, corner of Devonshire St and Topango. 3 homeless housing projects within 0.7 miles of each other. This CANNOT be legal.
