228-Unit Encino Eldercare Proposal Receives Approvals

The Encino development will take shape at the southwestern corner of the intersection of Burbank Boulevard and Encino Avenue

The Los Angeles Office of Zoning Administration has given approvals to plans by Geneva Street Partners to develop a six-story, 228-unit eldercare facility in Encino, according to a determination letter posted this month by the city.

Designed by project architect Vessel Architecture, the planned project will take shape at 17500 Burbank Boulevard, replacing five one-story buildings totaling 20,000 square feet occupied by the Bethel Encino ELCA Church and Preschool. Plans call for an approximately 280,000-square-foot, 94-foot-tall building with 196 assisted-living and independent-living guest rooms and 32 dementia/memory care guest rooms.

Plans approved this month include design changes introduced by Geneva Street Partners late last year. The company originally had plans for a slightly larger, 238-unit building at the 1.8-acre site.

The project will provide 164 vehicle parking spaces between one subterranean parking level and a portion of the ground floor of the building, according to the latest plans.

Once open, the eldercare facility will be operated by Spectrum Retirement Communities, a Denver-based developer, owner, and operator of senior housing communities around the U.S.

Also involved in designs for the project is landscape architect SQLA.

Planned amenities include a 3,856-square-foot second-floor outdoor deck, a sixth-floor sky deck, a spa and salon, and a theater room, among other features.

The property has been owned by an affiliate of Geneva Street Partners since May 2020, when it was acquired for approximately $8.2 million.
