63-Unit Park Mesa Heights Plans Receive Green Light

The Los Angeles planning department has approved plans for a five-story, 63-unit mixed-use apartment development in Park Mesa Heights, according to a determination letter posted this month by the city.

The project will replace a single-family home and auto shop building at the northeastern corner of the intersection of West Slauson and Brynhurst Avenues with an approximately 31,000-square-foot, 60-foot-tall mixed-use building. Along with a mix of studio apartments, one-bedrooms, and two-bedrooms, the new development will also contain 2,053 square feet of ground-floor commercial space.

The owner behind the planned development, which will take shape just west of the under-construction Hyde Park Metro station, is listed as Elan & Ayla QOZB LLC, an LA-based company managed by Hooman Lahijani. The company acquired the two-parcel project site in December 2019 for about $2.3 million, county property records show.

Approvals given this month allow for Tier-4 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 28-unit, or 80-percent, density bonus, as well as a 15-foot height increase to the planned maximum of 60 feet and a reduction in required open space from 6,400 to 4,800 square feet. The developer will reserve seven apartments for extremely low-income households in accordance with the TOC program, plans show.

Plans call for 36 316-square-foot studio apartments, 23 one-bedrooms ranging in size from about 400 to 555 square feet, and four 684-square-foot two-bedrooms. The community will also feature private balconies, a fifth-floor deck, and a 2,553-square-foot roof deck.

The project will provide 28 automobile parking spaces and space for 61 bicycles.

Designs for 3475 West Slauson Avenue are being led by Inglewood-based architecture firm Aero Collective.
