The owner of a small apartment building and a single-family home near Vista Hermosa Natural Park has plans to develop a six-story, 18-unit apartment project, according to application documents filed with the city of Los Angeles last month.

The proposed Westlake development is being led through Edgeware LLC, a company managed by Ohad Avital, and it would take shape at 165 N. Edgeware Road, replacing five existing residential units. Plans call for about 12,000 square feet of new construction for a 75-foot-tall building holding mostly studio apartments and one-bedrooms.
The project site was acquired by Edgeware LLC in 2018 for about $1.05 million, according to Los Angeles County property records.
The development team is requesting Tier-1 transit-oriented communities program incentives, including a six-unit density bonus and a 20-percent reduction in required open space. In accordance with the TOC program, two apartments would be reserved for extremely low-income households, one would be reserved for a very low-income household, and one would be reserved for a low-income household, plans show.
In all, plans call for 13 studios, four one-bedroom units, and one two-bedroom unit. The project would also include about 1,500 square feet of common open space, including a 1,130-square-foot rooftop deck and a second-floor recreation room.
It would provide 10 automobile stalls split between at-grade and below-grade parking areas, as well as space for 20 bicycles.
