Boyle Heights Apartment Plans Receive Green Light

The Los Angeles planning department has given approvals to plans for a 78-foot-tall, 38-unit apartment project to rise on East 1st Street in Boyle Heights, according to a determination letter posted by the city this month.

The applicant and owner behind the proposed development is Jose Liberman, who filings show has plans for the community to replace a retail building and detached single-family residential building at 3416 E. 1st Street. The six-story project will contain one studio apartment, 24 one-bedrooms, 12 two-bedrooms, and one three-bedroom.

Approvals given this month allow for Tier-3 transit-oriented communities incentives, including a 46-percent density bonus and reduced parking minimum ratio to half a space per unit. The developer will reserve four units for extremely low-income households, per the TOC program, plans show.

Designs for the planned project, which is named 1st Street Apartments in planning documents, are being led by Edwin Mohabir Architects.

Plans also call for about 3,100 square feet of open space, including about 1,100 in a rear yard, a 738-square-foot recreation room, and a 980-square-foot roof deck, among other areas.

The project will provide 19 automobile parking spaces in an at-grade parking garage, along with space for 38 bicycles.
