Boyle Heights Production Studio Development Plans Face Appeal

The East Los Angeles Area Planning Commission on Wednesday will review an appeal against approvals for Jesse St. Studios, a planned approximately 237,000-square-foot media production studio development in Boyle Heights, its agenda shows.

The project plans are being led by New York-based company East End Capital and call for converting a 146,678-square-foot, two-story cold-storage warehouse at 2233 – 2251 Jesse Street and 634 S. Mission Road into a four-story building with production studios, soundstage space, and ancillary office uses.

Receiving approvals last year, East End Capital acquired a three-parcel property including the project site through an affiliate in October for about $43 million, according to Los Angeles County property records.

Approvals of the proposed development are being appealed by the Coalition of Responsible Equitable Economic Development, which contends in planning documents that the approvals represent violations of California Environmental Quality Act, state, and local land-use codes because impacts on air quality, greenhouse gas emissions, and other factors were inadequately analyzed.

Citing several technical studies analyzing the proposed project, planning staff recommend that commissioners deny the appeal and sustain the department’s earlier determination, according to agenda supporting materials.

If approvals are sustained, the development will hold office space on floors two through four, all above five ground-floor wings ranging in size from 19,500 to 37,000 square feet for soundstage and motion picture set uses.

Plans also call for 380 vehicle parking spaces and space for 376 bicycles.

Designs are being led by Relativity Architects.
