The owner of a 12,520-square-foot retail building at the northeastern corner of the intersection of West Pico Boulevard and South Hayworth Avenue has plans to develop a seven-story, 50-unit mixed-use apartment project, according to a new planning case posted by the city of Los Angeles.

The Carthay project is being led by Fred Farzan of Pico Fairfax LLC and would rise at 5879 W. Pico Boulevard, which currently holds a commercial building that has been occupied by Plaza Wholesale Electric. Plans call for a 55,665-square-foot, 84-foot-tall building with 3,125 square feet of commercial space.
Designs for the proposed development, which is named The Plaza Apartments in planning documents, are being led by project architect AFCO Design.
The project applicant is seeking Tier-3 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 25-percent reduction in required open space and a 19-percent density bonus, plans show. Five apartments would be reserved for extremely low-income households.
The new project would contain 15 one-bedrooms ranging from 715 to 725 square feet and 35 two-bedrooms ranging from 925 to 1,210 square feet. It would also offer 4,435 square feet of open space, including a 1,700-square-foot courtyard, 735-square-foot fitness room, and 2,000 square feet of balconies.
The project would provide 57 automobile parking spaces and 50 spaces for bicycles, plans show.
