Del Rey Neighborhood Council To Review Eldercare Proposal

The land-use committee for the Del Rey Neighborhood Council Thursday evening will review plans for a new eldercare facility at 11227-11233 Lucerne Ave., its meeting agenda shows. The project is being put forward by Mark Judaken of Kalnel Gardens LLC, which owns the existing property.

The 22,866-square-foot project site currently includes four single-family dwellings that under Judaken’s plans would be converted into a new retirement community called Anchor Retirement Homes. The project would require an Eldercare Facility Unified Permit from the city to help “accommodate a growing need for eldercare facilities in the City of Los Angeles,” according to application documents.

At the time of the proposed project’s original, summer 2020 case opening with the city, the project site’s existing buildings, eight-car garage, and an accessory structure were being remodeled under a separate, single-family permit from the city.

Anchor Retirement Homes plans call for at least some of the 20 units to be for assisted living. The site’s 10,600-square-foot building footprint would not change under Judaken’s proposal.

According to county records, Kalnel Gardens LLC acquired the four-unit site for about $1.5 million, a transaction recorded in 2017 shows.
