Developer Plans 20-Unit Apartment Project In Palms

The owner of a four-unit residential property just north of Venice Boulevard has plans to redevelop it with a four-story, 20-unit apartment project, according to application documents filed with the city of Los Angeles this month.

The proposed project is being led by applicant and owner Bezhad Javidzad and would rise at 3748 – 3754 Veteran Ave., replacing two single-family dwellings and one duplex with an approximately 56-foot-tall, 25,000-square-foot apartment community. Designs for the proposed Palms development are being led by AFCO Design, according to planning documents.

The developer is seeking Tier-2 project incentives under the city’s Transit Oriented Communities Incentive Program, including an 11-foot height increase to the planned 56 feet, a 20-percent open space reduction to about 2,000 square feet, and a 60-percent density bonus. The development would include two units reserved for extremely low-income households in accordance with the TOC program, plans show.

Plans call for 10 one-bedroom apartments ranging from 690 to 740 square feet and 10 two-bedrooms ranging from 835 to 965 square feet. The community would also offer amenities such as a 450-square-foot fitness room and a 1,000-square-foot roof deck.

The project would provide 15 automobile parking spaces and space for 22 bicycles.

Also involved in plans are Torrance-based landscape architect Seed Group and project representative Gary Benjamin of Alchemy Planning + Land Use.
