Five-Story Apartment Plans Near Vermont / Beverly Metro Station Receive Approvals

Named Catalina Apartments, the planned community will rise to a maximum height of about 65 feet

The Los Angeles planning department has given approvals to plans by a real estate investment company for a five-story, 17-unit apartment development to take shape just southwest of the Vermont / Beverly Metro station, according to a determination letter posted by the city this month.

The proposed project is being led by Bobby Shokri of Bluestone Capital, a real estate fund focusing on investments in tax-advantaged Opportunity Zone census tracts. It will replace a three-unit apartment complex at 226 N. Catalina Street, which is in one of several Opportunity Zone tracts in the Wilshire Center area.

Named Catalina Apartments in planning documents, the 16,465-square-foot development will hold five studios ranging in size from 341 to 364 square feet, eight one-bedrooms from 556 to 691 square feet, three two-bedrooms from 953 to 1,088 square feet, and one 1,358-square-foot three-bedroom, plans show.

Approvals granted this month allow for Tier-3 project incentives under the city’s transit-oriented communities program, including a 70-percent density bonus to the planned 17 apartments as well as a 22-foot height increase to a maximum of about 65 feet. The developer will reserve one unit for an extremely low-income household and two units for very low-income households in accordance with the TOC program, according to this month’s determination letter.

Plans also call for one level of underground parking with space for nine automobiles, as well as 1,883 square feet of open space.

Designs are being led by project architect Warren Techentin Architecture and landscape architect Potting Hill Landscape Design.

The project site was acquired in 2019 by an affiliate of Bluestone Capital for about $1.2 million, county property records show.
