The city of Los Angeles has released an environmental initial study for plans for a three-story office building at 711 – 723 Lillian Way, concluding that the project would not result in significant impacts on the environment, according to the report.

First submitted earlier this year, plans are being led by project applicant Robert Herscu, founder and CEO of HQ Development, an office development company. They would have the Hollywood site’s existing 22-space surface parking lot just north of Melrose Avenue be replaced by a 56-foot-tall creative office building with about 30,000 square feet of floor area.
The city’s study is being followed by a public comment period underway until November 3, 2021.
The developer is seeking a general plan amendment from “Medium Residential” to “Commercial Manufacturing” for the project site. The project team notes in application documents that the Hollywood Media District “has become an important hub of studio, production, and other entertainment-related uses, and there is not currently adequate creative office space to meet the industry demand.”
Also involved in the proposed development, which is named Lillian Office, are project architect Shubin Donaldson and project representative Alchemy Planning + Land Use.
The new project would hold two subterranean parking levels and ground-level parking totaling 83 vehicular parking stalls. Space for nine bicycles would also be provided.
The development would also include about 3,700 square feet of open space, including a roughly 2,500-square-foot roof deck.
