Neighborhood Council Weighs Opposition To Headquarters-Adjacent Office Building In Shadow Hills

The Foothill Trails District Neighborhood Council Thursday evening will consider opposing a two-story, 6,006-square-foot office project slated for a site adjacent to both its Shadow Hills headquarters and the family offices of project applicant David Muradyan. According to the neighborhood council’s general board meeting agenda, members will discuss and potentially act on the land use committee’s recommendation that the council oppose the development, which is proposed for 9666 Sunland Blvd.

Slated for a 10,798-square-foot, currently vacant lot, the project would rise to a maximum height of 25 feet and contain six office suites totaling about 3,500 square feet. Plans for the commercial building also include a 659-square-foot coffee shop and 663-square-foot medical office, along with 12 parking stalls and 11 bicycle spaces.

Property owner David Muradyan first proposed a 13,750-square-foot office building at the Sunland Boulevard site in 2018, with documents submitted this month outlining plans for a smaller building.

Current plans involve Muradyan, a vice president of engineering firm Biayna Engineering & Construction and the owner of the project site, along with architect Harut Nazaryan and landscape architect Lost West. Biayna, which has offices adjacent to both 9666 Sunland and the neighborhood council, is listed as the project’s structural engineer, case filings show.

Muradyan purchased the project site for $120,000, according to a transaction recorded with the county assessor in 2017.
