Pico-Robertson Eldercare Facility Faces Appealed Approvals

The Central Los Angeles Area Planning Commission Tuesday evening will review appealed approvals for a five-story, 80-unit eldercare facility in the Pico-Robertson neighborhood at 825 – 837 S. Holt Ave., its meeting agenda shows. The developer behind the project is listed as The Panorama Group, a Beverly Hills-based company.

Slated to replace three duplexes, the project received approvals from the city’s zoning administrator in February that were subsequently appealed by three separate parties, one being Nikki Vescovi on behalf of the nearby 839 Holt Townhomes Association. Several homeowners just south of the proposed project site argue that the city’s approvals reflect an abuse of discretion, citing approvals for 80 units instead of the 36 allowed otherwise by zoning, among other complaints.

If the city’s earlier determination is sustained, the project will prove forward with 62 assisted living guest rooms and 18 units for residents with Alzheimer’s or dementia. Plans also call for almost 30,000 square feet to be dedicated to open space, recreation areas, and common area amenities, including a bistro, theater, library, fitness center, and other spaces.

The building would also hold two subterranean levels, the lower of which would contain 36 parking spaces. The other underground level would include many of the community’s amenity spaces, including two courtyards.

In escrow to acquire the three-lot site as of its application last year, The Panorama Group is joined by project architect KTGY Architecture + Planning as well as Stephen Kia of land use consultant Urban Concepts, which is the project representative.
