[Renderings] Four-Story Apartment Project Approved For Central LA

The project will rise near the corner of Elmwood Avenue and St. Andrews Place and provide about 2,000 square feet of open space

The Los Angeles planning department has granted approvals for a four-story, 15-unit apartment project proposed for 371 N. St. Andrews Place in Central Los Angeles, according to a determination letter filed this month. The project owner and developer are limited liability companies registered to the address of LA-based general contractor Avico, state business filings show.

Located on the southwest corner of Elmwood Avenue and St. Andrews Place, the project site currently holds a two-story, four-unit multifamily project that will be demolished. In its place will rise a new 66-foot-tall, 16,207-square-foot residential project with 12 two-bedroom units and three three-bedrooms, plans show.

Per planning director approvals this month, the project moves forward with Tier-2 project bonuses under the city’s transit-oriented communities program, including an 11-foot height increase. The developer will set aside three units for either extremely low, very low, or low incomes.

An affiliate of Avico acquired the project property for about $1.39 million after it was foreclosed upon, according to a transaction recorded with Los Angeles County in 2018.

The developer is joined on the development by project representative Shapour Shajirat of company DCC and project architect Babak Bardi Chaharmahali of California Development and Design, according to application materials.

Along with the unit count, the development will also provide about 2,000 square feet of open space, including a 506-square-foot recreation room and 1,532-square-foot roof deck. It will also include 18 automobile parking spaces between ground and underground levels and 17 bicycle spaces, plans show.
