SoLa Impact’s Plans For Six-Story, 84-Unit Harbor Gateway Project Head to Neighborhood Council

The Harbor Gateway North Neighborhood Council’s planning and land use committee Saturday morning will discuss a six-story, 84-unit project proposed for South Los Angeles by LA real estate investment and development company SoLa Impact, according to the council’s meeting agenda.

Filed in late December, the developers plans involve three parcels totaling about 20,000 square feet at 11630-11646 S. Main St., which currently holds an approximately 3,000-square-foot, fire-damaged auto body shop, according to planning application materials. That building would be demolished to make way for a new, approximately 60-foot-tall residential building totaling 47,514 square feet and having the name Triple Main.

SoLa Impact is requesting Tier-3 project incentives under Los Angeles’ Transit Oriented Communities Incentive Program, including a 15-foot, five-inch height boost and 65-percent density bonus of 34 units more than the base density of 51. The project would provide 42 parking spaces in a surface-level garage and 72 bicycle spaces.

SoLa Impact manages a lineup of social impact funds and counts about 1,500 units in its development pipeline, often focusing on projects utilizing the federal Opportunity Zone program, which gives long-term real estate investors tax advantages for investments in economically distressed areas. Like a 36-unit Crenshaw project Sola Impact received approvals for in January, Triple Main is in an Opportunity Zone census tract.

Of its 84 units, the newly proposed Harbor Gateway project would contain 71 one-bedrooms, nine twos, and four threes, with 20 units set aside for affordability for low-income households. Amenities would include a second-level courtyard and rooftop recreational deck.

SIOF 4 Properties LLC, a subsidiary of SoLa Impact’s Opportunity Zone fund, acquired the three parcels making up the project site for about $980,000, according to a series of transactions recorded with the county in 2019.

The architect for Triple Main is listed as LA-based Envirotecture, while the landscape architect is shown as Valley Village-based Harmony Gardens.
