29-Unit East Hollywood Project Gets Transit-Oriented Community Density Bonus

Located in an Opportunity Zone, the five story project secured both height and density boosts

The city of Los Angeles has granted developer Michael Eghbali’s 29-unit East Hollywood project height and density bonuses, deeming it a qualifying Tier-3 project under the city’s Transit-Oriented Communities Incentive Program. The approval allows for the project, which is located in an Opportunity Zone, to stand five stories instead of three and for a 70-percent increase in density, among other provisions.

The developer will demolish an existing nine-unit apartment building at 1349 N. Hobart Blvd. to make way for the project, which will consist of seven one-bedrooms, 17 two-bedrooms, four three-bedrooms and one four-bedroom unit. The community will have 3,700 square feet of open space, including a 2,965 square foot common rooftop area. It will also have 36 parking spaces (and 29 bicycle parking spaces) in the bottom two stories, exceeding the 15 required by relevant TOC guidelines.

Pursuant to the TOC program, the project is allowed its height and density bonuses – along with a floor area ratio of 3.15:1 and decreased parking minimum – for being within half a mile of a major transit stop and meeting certain affordability requirements. Eghbali’s project, which is a few blocks south of the Hollywood/Western Metro Station, will reserve two units for low-income households, two for very low-income households, and three for extremely low-income households.

The city’s TOC approval for 1349 N. Hobart came down on December 2, with the last day to appeal the determination being this Thursday. The project representative is listed as Steve Nazemi of DHS & Associates, an Orange County-based civil engineering, planning, and land surveying firm.
