45-Unit Apartment Project Planned Near Vista Hermosa Natural Park

The owner of a vacant lot near Vista Hermosa Natural Park has filed plans for a six-story, 45-unit apartment project, according to several new application documents posted by the city of Los Angeles this month.

Named Colton 45 in application materials, the project is backed by Land Mark Development LLC, which acquired the project site of 1301 Colton St. for about $2.1 million in 2020, according to Los Angeles County property records. The company is signed for in planning documents by Zhu Tian.

Project plans call for five stories of apartments over two partially subterranean levels of parking with 31 automobile spaces. Represented by development and consulting firm CP3 Development, the project team is requesting Tier-1 project incentives under the city’s transit-oriented communities program, including a 50-percent density bonus and open space requirement reduction to about 3,700 square feet, plans show.

The developer would set aside seven units at below market rate, per TOC requirements.

The unit mix would consist of 32 studios and 13 one-bedrooms. Studio units would be 488 square feet, while ones would range from 688 square feet to 974 square feet.

The project would also feature amenities including an approximately 2,000-square-foot rooftop common area, as well as 37 bicycle spaces.

The architect for the project is Laguna Hills-based firm Architecture Design Collaborative.
