Developer Plans Westlake Apartment Project

A developer has plans for a three-story, 23-unit apartment development to rise near the Westlake neighborhood intersection of Albany Street and James M Wood Boulevard, according to plans posted by the city of Los Angeles this month.

The proposed project is being led by applicant and owner Danny Pakravan of Jasper Equity Partners LLC and would replace a commercial parking lot at 918 Albany Street. Plans call for an approximately 15,687-square-foot, 36-foot-tall development with 11 studio apartments, 11 one-bedrooms, and one two-bedroom.

Designs for the planned project, which is named Jasper Apartments in planning documents, are being led by AFCO Design.

The development team is seeking Tier-1 project incentives through the city’s Transit Oriented Communities Incentive Program, including a five-foot rear yard in lieu of an otherwise required 15 feet, plans show. Two apartments would be set aside for extremely low-income households in accordance with the TOC program.

Plans also call for 13 automobile parking spaces and 25 bicycle spaces, along with 2,325 square feet of open space in the form of a roof deck.

Designs also involve Torrance-based landscape architect Seed Group, plans show.

Pakravan is also behind plans for a 23-unit apartment project in Van Nuys.

Los Angeles County property records show that the Westlake project site was acquired in 2016 for $2.75 million.
