Factory-Manufactured Housing Project Plans To Go Before Chatsworth Neighborhood Council

The Chatsworth Neighborhood Council on Thursday will review plans by nonprofit LA Family Housing for a 100-unit, factory-manufactured affordable supportive housing project in place of an auto repair shop, according to the council’s agenda.

Scheduled to go before the neighborhood council’s land-use committee and board Thursday evening, project plans call for a four-story project named Devonshire to rise at 21300 – 21306 Devonshire Street. After a presentation, LA Family Housing’s plans for the site could get a vote from the council, the agenda shows.

LA Family Housing first submitted project plans for Devonshire in the spring. The developer is seeking state density bonus approvals for a 30-percent increase in unit count, as well as a two-story height increase above the two stories otherwise allowed.

It acquired the Chatsworth project site, which is at the southwestern corner of the intersection of Devonshire Street and Eton Avenue, from Balboa Leisure Enterprises in June for about $4.6 million, according to Los Angeles County property data.

LA Family Housing would reserve 99 studio apartments for individuals dealing with homelessness and have one manager’s unit. Construction plans filed with the city call for three stories of modular units built off site and stacked on a concrete podium along Devonshire Street, project application documents show.

Amenities would include outdoor areas such as an open-air residential courtyard and outdoor community and dining spaces, while automobile parking would consist of 11 ground-floor spaces accessible from Eton Avenue
