The Los Angeles planning department has concluded that plans for a five-story, 46-unit multifamily project in the NoHo Arts District qualify for a 35-percent density bonus, a letter of determination filed earlier this month shows. The applicant and owner behind the project site is shown as the Leon Kaplan Revocable Trust.
The project would replace three single-family homes and two duplexes at 5314 – 5334 Cartwright Ave. with a 69,221-square-foot, 56-foot-tall residential building. Plans call for six one-bedrooms, 37 two-bedrooms, two three-bedrooms, and one four-bedroom over one level of subterranean parking.
By state law that includes Senate Bill 1818, the project qualifies for a maximum density bonus of 35 percent by committing to set aside 11 percent – in this case, four units – of the total number of units for very low-income households. The project was also approved this month for an 11-foot height increase (to its planned height of 56 feet).
Slated for a mid-block, roughly 27,000-square-foot site along Cartwright Avenue between Chandler Boulevard to the north and Magnolia Boulevard to the south, the development will also offer a variety of amenities, including a rear yard with tables and seating and a 1,531-square-foot recreation room and gym. The project will also have three interior courtyards and a roof deck, and each unit will have a private balcony.
Plans also call for 99 automobile parking spaces and 43 bicycle spaces, according to the determination letter.
Also involved in the development is project designer Sam Ghanouni and project representative Steve Nazemi of DHS & Associates.
