Seven-Story Westchester Apartment Project Approved

The Los Angeles planning department has approved plans for a new seven-story, 53-unit apartment development in the Westchester neighborhood, according to a determination letter posted last month by the city.

The planned apartment community is being led by developer WS Communities and will replace three multifamily buildings totaling 11 units at 9044 – 9058 Reading Ave. The three-parcel project site was acquired by the Santa Monica-based company through an affiliate in a series of transactions in 2018 and 2019 for a total of about $4.36 million, according to county property records.

Designs for the Westchester development are being led by project architect Studio T-SQ2, plans show.

Approvals granted last month allow for Tier-3 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 22-unit, or 70-percent, density bonus, a 22-foot height increase to the planned 67 feet, and a 25-percent reduction in required open space to allow for just under 7,000 square feet instead of the otherwise required 9,275 square feet. The developer will reserve four units for very low-income households and four units for extremely low-income households in accordance with the TOC program, plans show.

Plans call for 40 two-bedroom apartments and 13 four-bedrooms along with amenities such as an indoor clubhouse, an outdoor lounge, a rear-yard barbecue area, and a dog run. The project will provide 95 automobile parking spaces in three underground parking levels, along with space for 48 bicycles.

Also involved in the planned Westchester development is landscape architect Rabben/Herman Design Office.
