Six-Story Westlake Apartment Development Planned

The owner of a fourplex property in Westlake has plans to replace it with a six-story, 38-unit apartment development, according to plans filed with the city of Los Angeles this month.

The project is being led by Bahram Raeen of construction company B. Raeen Construction and would rise at 425 S. Union Avenue, planning documents show. It would hold five studio apartments, 21 one-bedrooms, and 12 two-bedrooms, with four units reserved for extremely low-income households.

Raeen is seeking Tier-3 transit-oriented communities program incentives for the project, including a 15-unit density bonus to the planned total of 38 apartments, as well as a 25-percent reduction in required open space.

The roughly 77-foot-tall, 30,000-square-foot project would provide 3,130 square feet of open space, with planned amenities including a 1,200-square-foot rooftop patio as well as a ground-floor recreation room.

The Westlake project would also offer an underground parking garage with space for 20 automobiles and 34 long-term bicycle stalls, plans show.

The project site was acquired by Raeen in late 2020 for $1.45 million, according to Los Angeles County property records.
