Updated Plans For 176-Unit Echo Park Multifamily Project To Go Before Neighborhood Council

The Echo Park Neighborhood Council’s land use committee on Tuesday will review updated plans for a seven-story, 176-unit multifamily project proposed for just west of Sunset Boulevard and North Alvarado Street, according to its agenda this week. The project is being led by CEI Sunset LLC, which state filings show is registered to the Los Angeles office of developer Cypress Equity Investments.

Slated for an approximately one-acre site that includes 2217 – 2235 W. Sunset Blvd., the project calls for the demolition of one single-family dwelling, an 11-unit multifamily property, and a roughly 3,000-square-foot commercial structure. Named 2225 Sunset, the new project would rise to a maximum height of 79 feet and total more than 160,000 square feet of new construction.

Current designs rely on Tier-3 project incentives made available by the city’s Transit Oriented Communities Incentive Program, including a 70-percent density bonus and 22-foot height increase. The project would reserve 18 units, or about 10 percent of the total, for extremely low-income households.

If approved, the project would move forward with 63 studios, 75 one-bedrooms, 13 two-bedrooms, two four-bedrooms, 18 five-bedrooms, and five ground-floor live-work units, plans show. The project would also include more than 12,000 square feet of common open space, including a work and business center, gym, and community room. It would also have other amenities such as a third-floor courtyard with spa and cabana spaces and a pair of seventh-floor roof decks.

Plans call for 203 automobile parking spaces in an underground parking garage, as well as 125 bicycle parking spaces.

According to application paperwork, the existing six-lot site is owned by both the Cypress Equity Investments affiliate as well as TWD Sunset LLC, an El Segundo-based entity formed by Omer Ivanir. The properties were purchased for a combined $17.6 million, according to a pair of transactions recorded with the county last February.

Cypress Equity Investments’ portfolio consists of projects in a variety of markets around the country, including the Bay Area, New York, and the Pacific Northwest. In January, a 128-unit affordable housing project it proposed for the Pico-Union neighborhood received city approvals, What Now Los Angeles reported at the time.

Tuesday evening, its latest plans for the Echo Park neighborhood site will reflect feedback provided during a November committee hearing on the project. Before breaking ground, Cypress Equity Investments will seek approvals from both the neighborhood council and city planning department.

The project architect is shown as LA-based firm Ottinger Architects, while Armbruster Goldsmith & Delvac partner Dave Rand is listed as the project representative.
