Proposed Five-Story Project Near Melrose Hill To Go Before Planning Commission

The Los Angeles Planning Commission will review plans for and an appeal of a five-story multifamily project proposed for just south of Melrose Hill, its Thursday agenda shows. Planning staff has recommended the city deny the appeal and approve the project, which is slated for 611 N. Manhattan Place and would have 14 units, according to supporting materials.

Pitched by property owner Yonatan Partiel of Heaven Properties LLC, the proposed project was approved by a planning director determination in December. But those approvals were subsequently appealed by an adjacent property owner, who objected to the project’s setback minimum.

If the planning commission votes in the manner recommended by staff, the project will move forward with transit-oriented communities incentives including an 11-foot height increase to 56 feet. Designs call for about 13,350 square feet of floor area.

The residential project would feature one studio, three one-bedrooms, eight two-bedrooms, and two three-bedrooms, along with 1,805 square feet of open space that includes private balconies and a roof garden. It would also provide 11 automobile parking spaces and 14 long-term bicycle spaces in an underground garage.

Heaven Properties LLC acquired the property, which holds two single-family dwellings to be demolished, for $630,000 in 2014, according to county records.

Listed as project representative, Matthew Hayden of Hayden Planning is also involved in the development.
