Named 1st Street Apartments, the proposed development calls for Tier-3 TOC incentives, including a density bonus

A property owner has submitted plans for the construction of a 38-unit multifamily project at 3416 E. 1st St. in the Boyle Heights neighborhood, a planning case opened by the city of Los Angeles this week shows. The owner and developer behind the project is Jose Liberman, plans show.

Named 1st Street Apartments, the development would replace a small retail building and detached single-family dwelling currently on the project site, making way for a new six-story, 30,772-square-foot residential building designed by project architect Edwin Mohabir Architects.

The developer is seeking Tier-3 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 46-percent density bonus (less than the 70 percent allowed for Tier-3 projects) of 12 units. The apartments would rise 78 feet and be within half a mile to the west of the light-rail station on Indiana Street.

The 1st Street Apartments would contain one studio, 24 one-bedrooms, and 13 two-bedrooms, with four units set aside for very low-income households. It would also provide 19 automobile parking spaces in a single-level subterranean garage as well as 42 bicycle spaces.
