A developer has plans for a five-story, 60-unit apartment building to rise just north of the Westwood intersection of Westwood Boulevard and Massachusetts Avenue, according to a planning case posted by the city of Los Angeles this week.

The proposed 40,714-square-foot project is being led by applicant and site owner David York of Federal Associates LLC and would replace a commercial building at 1650 – 1656 Westwood Boulevard. Plans call for 30 studio apartments ranging in size from 360 to 550 square feet and 30 one-bedrooms ranging from 590 to 760 square feet, with six units reserved for extremely low-income households.

The developer is seeking Tier-3 project approvals under the city’s Transit Oriented Communities Incentive Program, including a 25-unit, or 70-percent, density bonus and a 22-foot height increase to a maximum height of 67 feet, plans show.

Designs for the proposed building are being led by project architect AFCO Design.

The two-parcel project site was acquired in 2019 by Federal Associates LLC for about $7.45 million, according to county property records.

Project plans also call for 31 automobile parking spaces, 52 bicycle spaces, and 4,520 square feet of open space, including a 715-square-foot courtyard and a 1,555-square-foot roof deck.
