62-Unit Apartment Project Pitched For Little Armenia

A developer has submitted plans for a seven-story, 62-unit apartment project in Little Armenia, according to a planning case opened by the city of Los Angeles this week. The applicant behind the project is listed as Joel Spolin, a principal with developer PAX Urban Partners.

The project would replace a single-family residence and duplex at 1419 – 1423 N. New Hampshire Ave. It would rise to a maximum height of about 98 feet and total almost 60,000 square feet of new construction.

The development team is requesting Tier-4 incentives under the city’s transit-oriented communities program, including an 80-percent density bonus on top of 33 units allowed otherwise, as well as the elimination of any parking minimum. As a result, plans call for setting aside seven units for extremely low-income households.

Sitting a block south of the Vermont/Sunset Metro Station, the development would provide six on-site parking spaces.

The unit mix would include 33 studios at an average size of 410 square feet, 28 three-bedrooms at an average of 1,200 square feet, and one 1,720-square-foot four-bedroom, plans show.

Residents would have access to amenities such as two sky decks totaling 2,083 square feet, as well as recreation rooms and private balconies.

The project applicant is currently in escrow to purchase the portion of the project site at 1419 N. New Hampshire, according to application documents. It acquired 1423 N. New Hampshire for $2 million in 2019, according to county property records.

The developer is joined by project representative Jason Friedman of entitlement consultant three6ixty, as well as project architect Next Architecture.
