Proposed Seven-Story Project In Little Armenia Under Neighborhood Review

The East Hollywood Neighborhood Council land use committee on Monday will review plans by a developer for a seven-story, 62-unit apartment project in Little Armenia, according to the neighborhood group’s meeting agenda for next week.

The proposed development is being led by project applicant 1423 New Hampshire JV LLC, a company led by PAX Urban Partners principal Joel Spolin, and it would replace a single-family home and duplex building at 1419 – 1423 N. New Hampshire Avenue, according to planning documents. The approximately 60,000-square-foot community would rise upwards of 90 feet and hold 33 studio apartments, 28 three-bedrooms, and one four-bedroom, plans show.

Having acquired 1423 N. New Hampshire for $2 million in 2019, the project applicant is currently in escrow to purchase the remainder of the project site, 1419 N. New Hampshire, according to application documents.

The development team is seeking Tier-4 project incentives under the city’s Transit Oriented Communities Incentive Program, such as an 80-percent density bonus and an eliminated residential parking requirement. Six on-site parking spaces would be provided on a surface parking lot adjacent to the community.

Designed by project architect Next Architecture, development plans call for seven apartments for extremely low-income households in accordance with the TOC program, plans show.

The community would also offer about 6,300 square feet of open space, including a 1,630-square-foot recreation room and 2,220 square feet of exterior open space consisting of a rear yard and sky deck area, according to East Hollywood neighborhood council agenda materials.
