Apartment Development Planned Near Melrose Hill

The developer is seeking approvals for Tier-2 TOC incentives, including a 60-percent density bonus

The owner of a triplex property just south of Melrose Hill has plans to redevelop it with a five-story, 16-unit apartment community, according to planning documents filed with the city of Los Angeles late last year.

The multifamily project would rise at 649 N. Harvard Blvd. and is being led by applicant and owner Tony Lalepour of Venicci Investment Group, application documents show. Designed by architecture firm SG Design, plans call for a 26,860-square-foot building with eight one-bedroom apartments and eight two-bedrooms, with two units reserved for extremely low-income households.

The development team is seeking Tier-2 project incentives under the city’s transit-oriented communities program, including an 11-foot height increase to 56 feet, a six-unit density bonus to the planned 16 units, and a 20-percent open space reduction. Along with apartment units, the community would include 1,440 square feet of open space, 1,040 square feet of which would be roof-deck space, plans show.

The project would provide 21 parking stalls and space for 16 bicycles in a one-level underground parking garage.
