Boyle Heights Site Eyed For 110-Unit Mixed-Use Affordable Housing Plans

Affordable housing developer Abode Communities has plans taking shape for a 110-unit mixed-use development near the Boyle Heights intersection of East Cesar E Chavez Avenue and North Soto Street, according to a presentation on the project for the Boyle Heights Neighborhood Council on Monday.

Named Chavez Gardens, the development would rise at 2524 E. Cesar E Chavez Avenue and target households earning between 30 and 50 percent of area median income, including with 30 permanent supportive housing units. Plans also call for 3,000 square feet of commercial space.

A projected project timeline shows that Abode hopes to secure entitlements from the city this year and start construction in 2023, finishing in 2025.

Plans for the project go back to 2018, when Metro entered into an exclusive negotiating agreement with Abode for development of the Metro-owned site, which is a few blocks northeast of Soto station. The property formerly held the Brooklyn Theatre, which was open from 1925 to 1989.

The new development would contain 33 studio apartments, 15 one-bedrooms, 34 two-bedrooms, and 28 three-bedrooms, providing 43 residential parking spaces and space for 99 bicycles. It would also feature amenities including a courtyard with a playground, a resident center with a conference room, and a community garden along North Matthews Street.
