Six-Story Volumetric Modular Housing Project Planned For West Adams

A developer has plans to build a six-story modular housing project in the West Adams neighborhood, according to a planning case opened by the city of Los Angeles this month. The applicant behind the project is shown as Demien Farrell of Hollywood-based developer Relevant Group.

The development would rise at 2853 West Boulevard, replacing three duplexes and two garages with a 23,882-square-foot, 67-foot-tall apartment building constructed off site with 54 steel volumetric modular units, plans show.

The developer of several large projects in the Los Angeles area, Relevant Group is also the parent company of RMOD Modular, an off-site construction management company.

The owner of the existing property, which sits at the northwestern corner of the intersection of West 29th Street and West Boulevard, is listed as Joanna Ostrander.

The developer is requesting several Tier-3 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 22-foot height increase to 67 feet. It would include five below-market-rate units: two for extremely low-income households, two for very low-income households, and one for a low-income household.

Plans call for 18 two-bedroom apartments and four three-bedrooms along with amenities including a 1,345-square-foot roof deck. The project would also provide 11 on-site automobile parking spaces and 28 bicycle spaces, plans show.

Designs for 2853 West are being led by Relevant Group Vice President of Architecture Justin Brechtel.
