Coastal San Pedro Neighborhood Council To Review Contentious 100-Plus-Unit Proposals

The Coastal San Pedro Neighborhood Council‘s planning, land use, and transportation committee Saturday afternoon will discuss and potentially act on a pair of 100-unit multifamily projects that it has opposed in the past, its Saturday agenda shows.

The applicants and owners of the project sites, which are at 2111-2139 S. Pacific Ave. and 1309-1331, are Rkd 2111 Pacific LLA and Rkd 13 Pac, companies formed by partners of investment company Square One Residential, according to business filings with the state.

First proposed in 2019, 2111 South Pacific has drawn neighborhood criticism for its density. After the coastal neighborhood council had already moved to oppose the project, its planning committee chair Robin Rudisill reiterated the council’s opposition in an October Los Angeles Planning Commission meeting, saying the project only qualifies for a 35-percent density bonus rather than the nearly 50-percent boost the project applicant is requesting, Random Lengths reported at the time. The planning commission and city have yet to make a determination on the project.

As of last year, project plans called for a four-story, 79,888-square-foot building with 44 studios, 36 one-bedrooms, and 21 two-bedrooms ranging from 365 square feet in the smallest studios to 883 square feet in the biggest two-bedrooms. The new development would take up the entire block of land on South Pacific Avenue between 21st and 22nd streets and demolish an existing building at 2139 S. Pacific Ave. occupied by a bar named The Spot.

Designed by The Ketter Group, the project would also have 1,800 square feet of ground-floor retail space and provide 61 residential automobile parking spaces and 84 bicycle spaces. It would set aside 12 of its units for very low-income tenants.

Others involved in the project according to planning documents are landscape architect Paul Lewis & Associates and project representative Burns & Bouchard, an LA-based development, planning, and government affairs firm.

Further along in the planning process, plans at 1309 Pacific for a four-story, 102-unit residential building were approved by the planning commission last spring but were subsequently appealed by community group Citizens Protecting San Pedro. That project would also rise four stories and involves The Ketter Group, Paul Lewis + Associates, and Burns & Bouchard, according to planning documents.
