Westlake South Mixed-Use Plans Receive Approvals

The Los Angeles planning department has approved plans for a seven-story, 64-unit mixed-use apartment development near the Westlake South intersection of West 8th and South Bonnie Brae Streets, according to a planning case update posted by the city late last month.

The proposed project will replace two commercial buildings at 1900 – 1914 W. 8th St. and 805 – 807 S. Bonnie Brae St. and involves applicant Troy White of Whitesun Blue Reed Asset Management and owner 1914 8th Street LLC, an entity managed by Catherine Chang of Opsis Capital, plans show.

Approvals given last month allow for Tier-3 incentives through the city’s transit-oriented communities program, including a 36-unit, or approximately 70-percent, density bonus conditional on the developer reserving seven apartments for extremely low-income households in accordance with the TOC program, according to planning documents.

Designed by The Architects Collective, the proposed project will be factory-built off site, according to plans filed last year. Plans call for 35 one-bedrooms, 22 two-bedrooms, one three-bedroom co-living unit, two four-bedroom co-living units, and four five-bedroom units.

Along with apartments, the new building will also include almost 1,000 square feet of ground-floor commercial space, a 1,083-square-foot residential recreation room, and a 2,855-square-foot roof deck, among other features.

The Westlake project will create 34 ground-level automobile parking spaces and space for 61 bicycles.

Also involved in designs for the proposed development is Mark Tessier Landscape Architecture.
