The owner of a single-family home on South Union Avenue in Los Angeles’ Westlake neighborhood has plans to develop a five-story, 16-unit apartment project, according to a planning case opened by the city last month. The applicant behind the proposed project is Caleb Pate, CEO of LA-based CP3 Development.

The owner of the site is Chueng Kwok Ching, according to planning application documents. It was acquired for $775,000 in September, Los Angeles County property records show.

The development team is requesting Tier-2 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 60-percent density bonus (to 16 units) and 11-foot height increase to a max height of 56 feet, plans show.

Named Union 16, the multifamily project would hold 16 one-bedroom apartments and offer nine automobile parking spaces and 18 bicycle stalls. It would also provide 1,600 square feet of open space through a roof-deck area, plans show.

Also involved in the project is Stockton Architects, as well as Savage Land Design, the landscape architect.
